What is a qualified offer on Fursa365? A qualified offer states five things in writing: what is offered, the lawful route to income, where the asset is, a value band or basis, and a hard end date. It carries the evidence list for its category, such as a title, logbook, licence printout or signed mandate. Zatra screens the file at gate 02 before any verified counterparty sees it.

What the Offer Clarity Standard says
Fursa365 publishes an offer only after it meets the Offer Clarity Standard. The Standard is short. Every offer states what is offered, the route to income, where the asset sits, the value band or the basis on which value will be set, and the date after which the offer closes. An offer that leaves one of the five out is not rejected; it goes back to the owner with a list of what is missing.
The Standard exists because vague offers waste the time of verified buyers and investors. A truck "available for work" tells a contractor nothing. A 2019 Howo tipper, 16 cubic metres, in Mwanza, for hire at a monthly rate stated as a band, available until 30 November, tells the contractor everything needed to decide whether to ask for an introduction. The Terms of Use make the Standard a condition of listing in clause 7.
Who should read this
Owners of land, buildings, warehouses, vehicles, machines, livestock, stock lots, mining licences and businesses who want to put something idle to work. Directors who list on behalf of a company. Agents and mandate holders who act for an owner, who must show a written mandate before the desk accepts the offer. Investors and buyers can read it too, because it explains what a qualified offer looks like from the other side.
Which five parts does every offer need?
| Part | What to write | What fails |
|---|---|---|
| What is offered | The asset by name, model, size, quantity or licence number | "Various equipment", "land in Pwani" |
| The route | One of the lawful routes: sale, lease or hire, revenue share, joint venture, equity, offtake, management, operator pairing | "Open to anything", a loan, a deposit request |
| Where it is | Region and district, plus the site type; the exact address stays private until the NDNCA | "Tanzania", no region |
| Value band or basis | A band in TZS or USD, or a basis such as an assay, a valuation or a market index | "Price on request", "negotiable" |
| End date | A calendar date within 366 days; after it, the offer closes and stops matching | No date, or "until sold" |
The deal room form will not let an offer through without the five parts. The desk reads them again at screening, because a part can be present and still unclear.
What evidence does each category need?
Each of the twelve categories on Fursa365 has its own evidence list, shown on the idle assets page and inside the offer form. The list is the minimum. Screening checks that each document exists, is consistent with the others and names the person who is offering.
| Category | Minimum evidence | Issued by |
|---|---|---|
| Land, plots and farms | Certificate of title, CCRO or offer letter; official search dated within the month; land rent receipt | Ministry of Lands, Registrar of Titles, village council |
| Vehicles and trucks | Registration card, insurance, inspection certificate, LATRA goods vehicle licence where the vehicle works for hire | TRA, insurer, LATRA |
| Machines and equipment | Purchase invoice or import entry, serial numbers, service record, photos this month | Supplier, TRA Customs |
| Mining licences and stockpiles | Licence printout from the Mining Commission portal, annual rent receipt, assay for any stockpile, lawful-origin records | Mining Commission, licensed laboratory |
| Businesses and shares | BRELA extract, beneficial ownership filing, latest financial statements, board or shareholder authority | BRELA, auditors, the board |
| Livestock and meat | Head count by class, movement permits, vaccination record, grazing or feedlot tenure | Ministry of Livestock, district veterinary office |
Documents are uploaded to the deal room, not sent by WhatsApp. They are shown only to Zatra for screening and later, in stages, to a counterparty who has signed the NDNCA.
Who has the right to offer?
Only three people can offer an asset: the owner, a director of the owning company acting under board authority, or a holder of a written mandate from the owner. Screening confirms this first. A broker without a mandate stops at gate 02. A relative managing a parent's farm needs a signed mandate and a copy of the parent's identity document. A company director needs the company's BRELA extract and, where the asset is a major one, a board resolution.
The Companies (Beneficial Ownership) Regulations 2023 require companies to keep a register of beneficial owners and file changes with BRELA, with a document fee of TZS 22,000 per form (register ID F0019) and fines of TZS 5 million to 10 million for failing to keep the register (register ID NEW-01-02). A company offer whose beneficial owners are not on file is sent back until they are.
How do you state the value band without pricing yourself out?
A band is a range, not a promise. For a sale, state the low and high figures you would accept, in TZS or USD. For hire, state the monthly or daily rate as a band. For a stockpile, state the basis: the buyer's assay against the Mining Commission's indicative price list, with the share or discount you have in mind. For a joint venture, state the contribution you bring and the share you expect, and let the valuation set the number.
Bands work because verified demand is matched on them. A warehouse offered at TZS 8,000 to 11,000 per square metre a month is matched to requests whose budget band overlaps. An offer with no band is matched to nothing. Vague bands wider than three to one are read as no band and sent back.
Why does the end date matter so much?
The end date is the discipline that keeps the deal room clean. Offers with a date close on it and stop matching, so nothing stale stays in front of verified demand. Owners with a date get buyers who are ready now, because the buyer knows the offer will not sit for a year. The date also protects the owner. After it, nothing can be introduced on the old terms; a renewal is a fresh offer with fresh confirmation that the facts are still true.
Pick a date that gives the desk time to screen and demand time to respond: 30 to 90 days suits most hire and sale offers, 90 to 180 days suits land, licences and businesses. The form caps the window at 366 days.
A worked example: a 2,000 square metre warehouse in Kibaha
An owner in Kibaha has a 2,000 square metre warehouse that has been empty since a tenant left. The owner wants a lease of 12 to 36 months. The qualified offer reads like this.
- What: 2,000 sqm covered warehouse, 8 metre eaves, concrete floor, two loading bays, 1,200 sqm fenced yard, three-phase power.
- Route: lease, 12 to 36 months, rent monthly in advance.
- Where: Kibaha, Pwani, 2 km from the Morogoro road; the plot number stays private until the NDNCA.
- Value band: TZS 9,000 to 12,000 per sqm a month, so TZS 18 million to 24 million a month for the whole building, VAT to be confirmed with the tenant's advocate.
- End date: 30 November 2026.
- Evidence: certificate of title, official search dated 20 October 2026 (TZS 10,000, register ID F0465), land rent receipt for 2026, photos taken this month, utility account.
At screening the desk checks the title against the search, confirms the person offering is the registered owner, confirms the lease route is lawful for the land use, and confirms the band is stated. The offer is qualified and shown to verified requests for warehouse space in Pwani and Dar es Salaam with overlapping budgets. Stamp duty on the lease will be 1% of the annual reserved rent (register ID F0478), paid by the parties under their own agreement, never through the platform.
Which mistakes send offers back?
- A photo of a document instead of the document, or a photocopy of an expired search.
- A mandate that names the asset but not the person, or is not signed by the owner.
- A route the category does not allow, such as a loan secured on a truck.
- A value band wider than three to one, or a price "to be agreed".
- Photos with number plates, serial numbers or the exact address visible before the NDNCA.
- Promises of income, returns or guaranteed buyers anywhere in the text.
- An end date past 366 days, or none.
- Beneficial owners missing from the BRELA file for a company offer.
Each is fixable in a day. The desk returns the offer with the list, and the owner resubmits. Nothing is published in the meantime.
What to do now
- Gather the evidence for your category from the list on the idle assets page, dated within the month.
- Confirm who offers: owner, director with board authority, or a written mandate signed by the owner.
- Write the five parts in plain words: what, route, where, value band, end date.
- Create a free account and submit the offer through the deal room form, uploading the documents there.
- Answer the desk within two working days if anything comes back, then resubmit.
- Watch the status in My desk; qualified offers show a status of Qualified and start matching the same day.

How Zatra helps
Zatra Consultants Limited runs the screening desk. It reads every offer, checks the evidence and returns a plain list of what is missing. Where an owner wants more than screening, Zatra can be engaged as the owner's own adviser under a Professional Services and Fee Agreement: verification of the counterparty, structuring of the route, the deal room steps and completion. That engagement is paid by the client under the PSFA, mainly on completion. The platform itself charges nothing. Zatra does not decide or guarantee any authority's outcome; registry searches, consents and stamping are the parties' own steps, handled with their advocates.

Questions readers ask
Can I list more than one asset in one offer?
No. One offer per asset or per lot. A fleet of five trucks is one lot if they are hired together on one set of terms; five separate hire offers if each can go to a different operator. One offer per asset keeps matching exact.
Do I have to state a price?
You state a band or a basis, not a single price. For a sale, give the range you would accept. For a stockpile, give the assay basis and the index. For a joint venture, give what you contribute and the share you expect. Vague bands are returned.
Who sees my documents?
Zatra, for screening, and later a counterparty who has signed the NDNCA, in the stages you choose in the data room. Nothing is public. Photos are shown to signed-in members once the offer is qualified, with plates and addresses kept out.
What if my title is still being processed?
Offer it when the title or offer letter is in hand. An application receipt is not a right to offer. The desk can note that an offer is expected, but nothing is published until the document exists and the search confirms it.
Can an agent list for me?
Yes, with a written mandate signed by you, naming the agent and the asset, and a copy of your identity document. The agent is shown as the contact; you remain the owner of record and the party to any agreement.
How long does screening take?
One to three working days once the evidence is complete. An offer returned for missing evidence restarts the clock when it is resubmitted. The desk works Monday to Friday, 8:30 to 17:30, from Mwenge Tower.
Does a qualified offer mean Fursa365 has valued my asset?
No. Screening confirms identity, authority, documents and the lawful route. It is not a valuation, a title opinion or due diligence. Counterparties run their own checks with their own professionals before any agreement.
Can I renew an offer after the end date?
Yes. Renewal is a fresh offer with a new end date and your confirmation that the facts are still true. If the documents are older than three months the desk asks for a fresh search or printout.
